The TN-510 Continuum of Care Rating and Ranking Committee convened September 5th to consider project applications submitted for the FY2023 Continuum of Care Competition. The committee reviewed the five renewal applications received, as well as a planning project application from H3ARC and one new project application.

FY 2023 Local New and Renewal Project Application
The U.S. Department of Housing and Urban Development (HUD) Notice of Funding Opportunity (NOFO) for Fiscal Year (FY) 2023 Continuum of Care Competition is open until September 28, 2023. To fully complete the Consolidated Application, the TN 510 CoC local competition has begun and will end August 25, 2023 at 11:59 p.m. The full NOFO can be found at https://www.hudexchange.info/programs/e-snaps/fy-2023-coc-program-nofa-coc-program-competition/

All applicants must complete a project application in e-snaps. More information regarding e-snaps can be found here: https://www.hudexchange.info/programs/e-snaps/
Additionally, all applicants must submit the following attachments to Kristen.Swann@yourlocaluw.org by the local competition deadline:
• Program’s client handbook
• Project budget
• Most recent organizational audit/financial review
• Written statement from your agency agreeing to participate in Coordinated Entry efforts
All local applications are due to Kristen.Swann@yourlocaluw.org on August 25, 2023, at 11:59 p.m.
Once submitted, the applications will be reviewed by the Rating and Ranking Committee with assistance from the local committee of people with lived experience. The committee is comprised of individuals from the community who have vested interest in the CoC but are not in competition for CoC funding.
The rating and ranking committee will be assisted by HMIS staff to pull data from HMIS and CoC meeting attendance records confirming answers provided by renewal applicants.
The committee will also utilize HUD and local priorities, which are as follows:
1. Ending homelessness for all persons
2. Utilizing a Housing First approach
3. Reducing Unsheltered Homelessness
4. Improving System Performance
5. Partnering with Housing, Health and Service Agencies
6. Racial Equity
7. Improving Assistance to LGBTQ+ individuals
8. Persons with Lived Experience
9. Increasing Affordable Housing Supply

U.S. Housing and Urban Development (HUD) released the FY 2022 CoC funds competition awards.
Rutherford County will receive a total of $716,708.

Public Notice of Funding Recommendations
The H3ARC Rating and Ranking Committee met September 14, 2022, to consider project applications for the FY2022 Continuum of Care Competition. Five renewal applications were received and ranked. Also reviewed and approved was an application from H3ARC for a planning project. The results of the committee’s work are listed below. Additionally, the committee requested Murfreesboro Housing Authority to amend the budget in its application to more closely reflect the level of funding recommended by the committee.

March 14, 2022 Update:
U.S. Housing and Urban Development (HUD) released the FY 2021 CoC funds competition awards.
Rutherford County will receive a total of $753,322.
November 14, 2021 Update:
H3ARC, as the Collaborative Applicant, completes the Consolidated Application on for the CoC. This includes the project ranking and extensive information about the strategies and policies of the CoC to end homelessness.

November 1, 2021 Update:
On November 1st, 2021 the CoC Board met and approved the ranking list from the Rating & Ranking Committee
Applicant may submit appeals to the Chair of the Rating & Ranking Committee, Trish Breeding. All appeals must be submitted by Noon on November 10th.
Appeals must include the specific area(s) of scoring or threshold in question. Identify the specific items from the scoring sheets in the appeal.

The CoC’s Collaborative Application will be submitted to HUD by the November 16th deadline.
