The Emergency Solutions Grant program replaced the Emergency Shelter Grant program in 2012. The City is not a direct ESG grantee, receiving its ESG funding from HUD through the Tennessee Housing Development Agency.
THDA has allocated $196,250 to Murfreesboro for 2017-2018. The following agencies have subrecipient agreements with the City to provide homeless services.

NOTICE OF FUNDING AVAILABLE
The Tennessee Housing Development Agency (THDA) has notified the City of Murfreesboro that it will be receiving an Emergency Solutions Grant of $150,000 for the period July 1, 2018, to June 30, 2019.
The ESG Program is designed to identify sheltered and unsheltered homeless persons, as well as those at risk of homelessness, and provide the services necessary to help those persons to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. Eligible project categories include funding for emergency shelter operations and essential services, street outreach, rapid re-housing and homelessness prevention.
ESG funds received from THDA are awarded by the City of Murfreesboro on a competitive basis to 501(c)(3) or 501(c)(4) non-profit organizations. Applicants must certify that the activities proposed are aligned with the Murfreesboro/Rutherford County Continuum of Care’s strategies for preventing and ending homelessness, creating housing stability, and coordinated with other local organizations that are planning and carrying out activities related to homelessness prevention and rapid re-housing.
Applicant organizations must be active members of the Homeless Alliance of Rutherford County and must commit to entering client data in the Continuum’s Homeless Management Information System (HMIS) unless exempted by federal statute or regulation. All agencies receiving Emergency Solutions Grant funding will be required to submit periodic reports directly to THDA.
The City expects to award its ESG funding to agencies that have needs that do not meet or exceed $75,000, THDA’s minimum grant to agencies applying directly from funding. Agencies that choose to apply directly to THDA for funding are not precluded from applying to the City for ESG funds.

Eligible non-profit organizations are invited to submit applications for 2017-2018 funding. Applications are available on the City website or by contacting the Community Development Department. Deadline for applications is 4:30 p.m., Friday, March 2, 2018.
